XF 2.3 1 Phrase Add on?

This might seem bizarre, but the logic behind it makes sense.

I'm breaking add-ons into components for a "bigger add-on" to make them easier to manage, update, and possibly remove features, though I'm not sure that's optimal.

I know that I can add phrases in each add on, but some will share the same phrase. I noticed that @Xon has a library to use in order to use other add ons, presumably making it easier to manage other add ons with "shortcut code" to be used across all their add ons.

Would it make sense to make an add on with just phrases (think Standard Library by Xon vs. Standard Phrases for X, and only phrases).

That way, I can power through phrasing by coding and adding a phrase to the parent phrase add on as I'm coding the smaller add on, ensuring it's already there before deploying it. I came to this idea because it just makes sense to use 1 add on to have all phrases for all add ons as there might be duplicate phrasing, saving (a minute) of resources, with, say, "Submit" as 1 phrase in 10+ add ons. Also, with 2.3.10, it looks like you can scan templates for phrases no longer in use; however, I'm unsure if that is per add on or altogether no longer in use, making it a lot easier to remove a phrase no longer in use that used to be used in 1, 2, 3... different add ons.
