Not a bug User shows warning points but no warnings

I've got a strange one which I suspect started with some sort of vBulletin import bug.

I noticed that some users seemed to have more warning points accrued than the sum shown in the warnings dialog. I reversed all the warnings given to the user and there were still warning points. Now the user shows 8/0 under Warnings but clicking to get a detailed view pops up a warning that the "member has not been warned".

Any idea how I can zero out those remaining warning points?
