Fixed "Upload an avatar" disabled on Registered User Group, but not applied on newly registered user via Social Network

We disable "Upload an avatar" for new members/Registered User Group.
This was working as expected on XF 1.5,
but on XF 2.1, If a person register via Social Network it auto grabs the profile picture an used as Avatar even though they don't have permission to use it.

Thank you for reporting this issue. It has now been resolved and we are aiming to include it in a future XF release (2.1.1).

Change log:

When adding an avatar URL to a registration, only apply the avatar if the user would have permission (once their account is in the valid state).

Any changes made as a result of this issue being resolved may not be rolled out here until later.
