XF 1.4 Upgrade from 1.3.0 to 1.4.x ?

Yes, you can always upgrade from any earlier version to any later version.

I have another question.

I have another license which support/updates ended on Aug 1, 2014. Can I simply change the name and domain for another forum that I'm using that expired previously? or I have to reinstall?

I'm going to upgrade and I have some licenses that I'm not using.

You can change the domain associated with a license, but you must use the files from the relevant license for each installation.

You can overwrite the existing files, without having to reinstall.
