Is it redundant to have the approval queue and reports in a menu next to the same options? Or am I missing some functionality?

Why do moderators who have no access to approval queue see the approval queue in their moderator menu? Then it links to a page that always says no content to display?

These provide links to these systems or other moderator-tools that may be added when there aren't links into them highlighted (such as when there are no open reports). They are always provided here for consistency.

There is no global permission over the approval queue so no way to prevent access (beyond to moderators only). The content shown is only the content they can action though.
