XF 2.2 Removed a Mod and he still has the Moderator pulldown on the top of his pages

Removed the user from all moderation usergroups primary and secondary.

Removed all custom user permissions (using "Set all to no") and he is still listed as having custom permissions.

FWIW I took over the forum probably five years ago. This is a 25 year old forum that's been imported from phpBB -> vBulletin -> vBulletin -> Xenforo. I have no idea why there were two imports of vBulletin but it's mangled the database in terrible ways (old links no longer work, for example). I've gutted and redone permissions more than once but there's always some lingering junk from an old admin that didn't really understand permissions.

Any help is appreciated.

You have to remove from the Staff section.

Damn. I would have never considered that since they are not part of Staff (they don't show up on the side panel as being Staff Online).

What's the point of having this setting if they're not in the moderator or super-moderator usergroups?

There is a setting so that staff doesn't show up in that box. It was probably checked.
