Assuming you haven't changed the position, and you haven't got anything overriding those permissions (Use Analyze Permissions in the Admin CP), then the link to Add Tags should be just below the thread title:
Chris, could we in XF4.x completely disable the tagging?
XF4.x? Do you mean XF 1.4.x?
Tagging is new in XF 1.5.
I have don't change the position and never used tag add-ons.
Does it work as expected in the default XF style? Do you have any outdated templates?
I use the default style only.
Even when I use this: $config['enableListeners'] = false; it don't work.
Aside from that (which doesn't disable template modifications) what about disabling all add-ons, does that help?
You mean, with the 'disable button' in the ACP, I try it now.

All add-ons are disabled now.
Go to Admin CP > Appearance > Styles > Create New Style
Create a new style with "No Parent" and call it whatever you like.
If you access threads while using that style, does the Add Tags link appear?

Did you have outdated templates after you upgraded?
You are likely going to need to Revert your thread_view template in your style, and re-apply any changes you still require manually.
