Can you have more than one Supper Admin?

Yes.

In the config.php file, separate each user ID with a comma. In this example I have made user ID 1, 2 and 3 all super admins.

$config['superAdmins'] = '1,2,3';

I do not have supper admin access. My hosting company installed xenForo two weeks ago, and he made himself a Supper Admin. He made me an Admin. Can I get into the config file with this access? I do not have any server access. He is handling the upgrades of xenForo for me.

No, you need access to the file system in order to change the config.php file.
