The alert system could be used to allow admins to create very short, custom, one-time messages to push to all members. This would be a neat way for admins to alert members about new functionality, or point them to certain posts/policies that they should read. Allow the admin to push the alerts to all members or to members of a given user group.

Your question about having a modification hook into the Alerts system to alert members about stuff they participated in is a good idea.

I am in favor of a method where a admin can send an "alert" (could be in a seperate tab?) to a set if usergroups. Almost like a mass PM...

Maybe as a mod, but it should be an option...

Alert system is very powerful tool and I think that admins and moderators should have a possibility to post there custom messages. For ex. you have a page with your forum rules and when you update it you post a message in /alerts/ and all users can see that forum rules have been updated.

There is a conflict of systems here. People want to use the alerts system for things that should be in the notice system.

The philosophy behind the Alerts system is you get Alerted for things you participate in.
The notice system can be used for sitewide notices like a change in the rules or such.

This is a question only Kier or Mike can answer, but to quote Kier:

Pushing an alert to all members is really not what the system was intended to do. A news feed item or a notice would be more appropriate here.
