There isn't, though I don't think there's any expectation that an RSS feed's title contains HTML, as such, we consider the title to be plain text and thus would represent a literal value (HTML rendered as is).
As an example of what OP is talking Google Alerts are available as RSS feeds - I use them to track mentions of my forum...and they have HTML in the titles (the keyword is typically bolded) which makes for messy thread titles.
