Stick/Unstick

Without giving mod or admin status to someone, we went into user permissions to grant stick/unstick permission to a couple people for specific reasons. However, doing this they only see the ability to stick a post but don't seem to have unstick capability. How is that done?

It's part of the same permission so that's how it works.
I have some of my members set up like that.
