Fixed Cannot unstick Permanent Redirect

Steps to Repro:

1. Stick thread
2. Move thread, leaving Permanent Redirect
3. Unstick Permanent Redirect in original thread location

Expected Result:

• Permanent Redirect thread unsticks

Actual Result:

• Permanent Redirect thread does not unstick
