XF 2.2 Sort text editor

I apologize if this has already been answered, but I searched for a considerable amount of time and haven't found any relevant discussion.

I'm trying to figure out how to sort the default text editor options, so users don't have the click the 'more' button every time they want to add a GIF. Is this possible? Thanks!
