Fixed "Server errors have been logged" warning only available to Super admin

It seems that the "Server errors have been logged. You should review these" warning in the ACP is only available to the Super administrator.

The main account I use is an administrator with all of the admin permissions ticked for that user in the Administrators section of the ACP. However, as that user I never see this warning message.. However, if I log on with the Super administrator account, I do see this warning message.

I would assume that this is a bug rather than by design? I've have thought that administrators with all of the permissions should be able to see this warning message especially as they can see the the server error log.

Fixed - it was a mistake in the permission check that made it not show up to non-super admins.
