Fixed Report "send alert" is confusing

Consider the report scenario:

User 1: Report opened
Staff: Report closed
< 1 month later >
User 2: Report opened
Staff: Report closed
< 5 months later >
User 3: Report opened
Staff: Report closed

Many months may pass between this content being reported, but when the staff member sends a resolution report, users 1, 2 & 3 all get it, which is confusing. The only time multiple users should get an alert is:

User 1: Report opened
Staff: Report closed
< 1 month later >
User 2: Report opened
User 3: Report opened
Staff: Report closed

In which case users 2,3 get it.

We've changed this in XF 1.5.

When a report is closed we now ascertain the users to notify based on the reports received since it was most recently opened.
