Future fix Report light on mod bar

This seems like a bug of sorts to me:

If there are any active reports, the "report light" on the moderator bar will always be red after you log in, even if you've read all the comments before. This is confusing my moderators!

This is the case in XF 1.2.2, though probably in older 1.2.x versions as well.

I will add too that the report light looks very similar to the alert notifications in the top right. Maybe it would be better if they were more different? Just a thought.

Why can't it work the same way as the alert notifications? Surely that is what people would intuitively expect?

This is the designed/expected behavior for the reason @Jeremy says.

I've moved this to future fix though to potentially redesign it, though it does change the implementation relatively significantly.

Then you would need two lights - one for unread reports and one for read reports. Also, orange/amber is the traffic light colour used to indicate it's nearly ready to go. Which isn't necessarily the case just because you've read the reports.

Maybe a solution could be twofold:

1. make the report light look more different from the alert notifications
2. trigger alert notifications for the moderators whenever a new report has been made, or another moderator has commented or changed the status or a report.
