Basically what the title says.

We have Start New Conversation and Recieve New Conversation but we can't stop users with usergroups from replying to existing conversations. It has to be a hard ban.

Clearly you misunderstood. The goal here is to be able to control via permissions if a user can reply to existing conversations in their inbox or not. Not every site uses hard bans.

Always found it odd that this isn't in the core.

I think this xF2 add-on does it: https://xenforo.com/community/resources/addonslab-conversation-permissions.5658/ - it has a yes/no permission now which hasn't been added to the description.
