XF 2.1 removing plugins before or after upgrade?

Is it best to remove plugins before upgrade if I know there isn't a 2.1 version so that the uninstall can run? I guess another way to ask this is, after upgrade, 1.5 plugins are disabled, but can they still be uninstalled and have the uninstall process run, aka removing db tables etc?

Beside files and database changes, what other data xf1.5 add-ons can leave?

I left a couple and already cleanup the files and the tables they left.
