Off by default or you may exceed mail send limits (can be pricey if you're using SES as well as reach your maximum allotted for the month where new users won't even get email confirmations). But, I'd like to see email alerts as an option for some (or all) of the types of notifications in user preferences.
As there are flood limits in place on most carriers (and if you're on a shared IP or even dedicated, you may be banned), I think it should be up to the admin to decide (with the community's suggestions possibly) on which ones merit an email as I'd like to get an email if I'm tagged (mentioned) in a post but not necessarily if someone reacts to my messages.
I would also suggest making this a user group permission so only certain members can request emails as well.
