Add-on Read 1. Thread with Timer

Maybe also interesting for other Users. What i am looking for is an Addon or Template Modification where a User, if he/she wants to post, has to read a Thread first with a Timer before he/she can change into posting

or do you mean the editor box is delayed for X seconds so people read the post before replying ?
