XF 1.5 Posts approved by Moderator before public

We have a member that we want his posts to be approved by a moderator before they are public. And how would a moderator get the notice, would it be under post reports? How would I set up the users permissions?

Edit the individual user's permissions and set Follow message moderation rules to Never.

Moderated content appears in the queue at the top left.
