Cannot reproduce Post moderation not working in this instance

Spammer signs up and posts a bunch, so you spam clean. This appears to soft delete only, so to delete I go to the profile card of the user and click Messages. Now I have a list of their posts, I click Thread Moderation and see the check boxes. However if I click Post Moderation, no check boxes. It does show for other members, so what is causing this is either the ban state, or soft delete state.

I just tried to reproduce this following this listed steps and I couldn't.

Can you confirm whether the inline moderation checkboxes appear if you view the posts directly within the threads? (Rather than from the search results, based on your reproduction steps.) If they don't appear there, then that does seem like it'd indicate a general permission issue. Note that you will likely have to click "show" on the post before you'd see the checkbox.
