Permissions to limit user posts to single thread in a forum

I am one of the admins at a religious discussion site. We have a forum for new believers to ask basic questions. The answers given are limited to Elders. I need to set the new believer's permissions such that he or she is unable to post elsewhere in this forum other than the specific thread started by the new believer.

I cannot seem to find the right permission settings in the ACP that restricts a user from responding to post made in other threads within the forum.

I need something like this for the permissions:

Registered Usergroup:
Can create a thread? Yes.
Can respond to own thread? Yes.
Can reply to posts in other's threads? No.

Elders Usergroup:
Can create a thread? Yes.
Can respond to own thread? Yes.
Can reply to posts in other's threads? Yes.

Any suggestions would be greatly appreciated.

In order to obtain support and post in the customer forums, the site owner will need to add you as an associated user to their customer account.

Failing that, the licensed owner can post for support in the relevant forum.
