XF 1.5 No restore notices in user preferences

I can't remember when this happened, but on my forum there is no longer a user preference to restore notices. I can't find anything in permissions or options that might cause this.

It is the same in my upgraded xf2 test forum, so cannot be related to an addon.

Can anyone please shed any light on how this might have happened? Am I missing something very obvious?

The only cases in which we hide it is if there aren’t any dismissed notices for a user.

If you create a dismissible notice and then dismiss it, does it appear?
