XF 1.4 Limit Access to Posting New Threads with Post Count Minimum?

I have a photography forum and want to limit people's ability to post in the "For Sale" thread until they have a minimum of 15 posts within the community. This is to avoid people signing up just to post gear for sale. However, I also want them to be able to see that the For Sale thread exists, to entice them to contribute posts in other areas.

Is this post-count-limit feasible?
 
I have somewhat similar need with my For Sale forum. I would like to limit the Regular user group to 1 new thread per week in the For Sale forum. However I want to allow unlimited new threads for the Premium members in the For Sale forum. Is this possible?
 
The same principle applies.

Revoke posting new threads for the Registered user group in that node, create a user group promotion on x posts to a user group which does have permission.

I make a user group named "freetosee" and allow to post new thread.
Im go to specific node and revoke post new thread in registered users
I make a user group promotion and check promotion is active, add user to user group check the "freetosee"
Privileges and Status: check the User is logged in
User is a member of any of the selected user groups: check the "freetosee"
Content and Achievements: the member at least 10 posts

And save the promotion


But don't work, all registered user don't post new thread.

Can you explain to me what I'm wrong with?
