Well, we (that is people who are interested in reality) generally like to predict events in nature based on actual scientific data instead of interpretations based on old storybooks for which there is really no proof whatsoever that they are actually true and therefore of any use.
There are a lot of faults that haven't shifted in years that have begun shifting again. Its been proven that this happens consistently every few decades.Seems to be more earthquakes in places where earthquakes are practically non-existent.

Japan issued a tsunami alert Thursday after a magnitude-6.7 earthquake struck in the northeast of the country, rattling the areas hardest hit by the March 11 quake and tsunami disasters.
The meteorological agency said the latest jolt hit at 6:51 am (2151 GMT Wednesday) some 50 kilometres (31 miles) off the east coast of Miyako, Iwate prefecture, at a depth of 20 kilometres in the Pacific.
The northeast coast of Japan's main Honshu island was ravaged by a 9.0 magnitude quake and monster tsunami on March 11 which left more 23,000 people dead or missing.
The disasters also crippled the Fukushima Daiichi nuclear power plant, triggering the world's worst atomic accident since Chernobyl in 1986 and forcing hundreds of thousands of residents to leave their homes.

Until recently (2011), they hadn't found a consistent method of seismic activity that could actually help predict it; even then, it can only be predicted a few days (Possibly a week) in advance.
Maybe the Japanese can find someone to blame like the Italians do:

That depends on where it actually hits. This one hit just off the coast, so there would be a warning .
Funny thing... I didn't feel the quake as I was asleep, but the iPhone application I use, "Sleep Cycle", recorded it.
