XF 1.5 Is it possible to send the welcome Conversation before activation?

Because, I am having lots of inactive (but seemingly valid, from the data entered) registration, which I suspect due to 2 facts:

• Email goes to spam/junk
• A more serious issue, Hotmail blocks any email from my domain unless my domain is manually set as Safe Sender

So, I am trying to send the welcome Conversation before activation so that I can reiterate those facts again in the welcome message (I already have that as a part of my registration form, but I guess people just fill up the mandatory parts while registration, at least I do that 99% time).

That's going to require code changes/an add-on to adjust.
