XF 1.5 How to stop moving users 'User state' to "Email invalid (bounced)"?

I want to enable Email Bounce Handling feature fully except moving User State to "Email invalid (bounced)".
Instead of changing User State, I just want XF to automatically stop sending email to them.

As most of my user's are not tech person and it's hard for them to change email, mostly they don't care about email.

I just want my Board just stop sending an email to them if their Email is Bounced and still display the notice that asking them to update their Email.

This is something that would require custom development.
