XF 1.2 How do users upload photos?

How do users upload photos? Seems like a dumb question but I can't figure it out.

Click on Upload a File.

Or copy and paste if the browser supports it.

Odd, I do not see the option at all on my site.

Have you checked the permissions analyzer?

Check admins just now. All good there. Still cant upload though.
