If we have our own web developer and he is not on your above list for XenForo customizations, can he make customizations for us anyway? Or do we have to get someone listed by XenForo?

Nope you can have anyone do it. That list is there just to help people solicit work as well as help folks like yourself find a developer.

However you should note that either your developer must own a XF license (one needs a copy to work off of obviously) or you must supply your developer a license.

yep, as Jerry Clower was was fond of saying "Knock him out John" as far as getting your own developer. No restrictions on who you get to develop for you. You just cannot give them a copy of the script to do it on their on server with.

Thanks to both of you for your replies. If our developer has access to our hosting account where our XenForo forum will also be hosted, is that enough or do we actually have to purchase a separate XenForo license for him?

You can have an additional test installation with a your license, so that will be sufficient.
