Fixed Have to confirm password even if password is specified as an inline option

So, if I run php cmd.php xf:install --user Admin --password "abcd214" --email "blackhole@audentio.com" --title "XenForo Demo" --url "http://localhost"

it still requires me to reenter the selected password 'abcd214'

Yeah. We’ve moved the password confirm check to only apply if !$password.
