Hi, I'm aware to your precaution about this add-on may not work well in some tablet device.

Just for making sure, it shows an unfunctioning and unstyleable gototop button on my Windows 8 tablet in IE. Is this issue as it's supposed to be ?

No idea. I've tested this addon on IE/Windows 8/Touch screen laptop, and it's working. I don't plan to buy a Windows 8 Tablet. If you find a pb in the js, you can submit a fix on Github.

When Chameleon button is chosen, it only shows down button, so I have to choose the top/down css button. But the style is not nice.

You have to update to the css to your style. There are style properties for this. If they are not enough you will have to custom your css. I don't give any support for css customization.

Yes, that's normal. The Pure Css mode has been developed after. It supports more features.

But the style is not nice.

It has been possible since the version 2.0.0 released on the 2th February 2014 [ref]. This requires the "pure css" mode to be enabled.

But all the buttons show with arrows pointing upwards
