XF 1.5 Give Admin all toolbar options?

Guys i've added a new super admin, he shows as a super admin, has all permissions etc but can't for the life of me get his account to have resource moderation icons, user icons etc in the toolbar like attached?

Help!

See the bullet points regarding the moderator toolbar and permissions here:

Note also the final bullet point that an administrator needs to be explicitly made a moderator (in the ACP), giving them permissions only doesn't make them a moderator.
