Not a bug Floating notice and alert in responsive

When there's a floating notice in the page, and you also get an alert, it looks like this



Not exactly a bug since it's possible to click on the alert, but it just doesn't look right.
I think a better way will be to hide the notices completely, and show again when the alert disappears.

I don't think this is necessarily wrong. I think it's acceptable for temporary overlays to cover other things, independent of potential styling. I don't think hiding other elements really provides a great benefit.
