Fixed Error when upgrading to 2.0.6: Help page names must be unique. The specified name is already in use.

When attempting the upgrade to 2.0.6 Beta 1, the following error appears. It appears regardless of whether the CLI or web upgrader is used.

It means you already have a help page called "privacy-policy" which we're trying to add by default. I'm undecided whether we should take any action here yet. For now, just rename your existing page.

Kinda reluctant to do this, but I'm not sure there's another totally viable solution.

During upgrade (this will only apply if upgrading from <2.0.6 or <1.5.20 Beta 1) we'll detect pages with the same ID/name as ours and rename and disable them.
