Not really a bug, just a missing word, hardly worth mentioning really, but in the pursuit of perfection, here it is.
The warning in the ACP when mail is disabled via the config is currently this:
Mail has been disabled via config.php. No outgoing mails will sent to any users until the $config['enableMail'] = false; line is removed from config.php.
It could use a "be" after will.
