XF 1.5 Email Confirmation: The requested page could not be found.

I had to manually verify someone because they said that the email link was bringing them to a The requested page could not be found page. I created a test account and sure enough, the same thing happened to me. I'm not sure whats causing this issue and would like to get it fixed. I'm running the latest version of Xenforo 1.5.13.
