Edit blue line border

Is it possible to edit the thin blue line that provides a border around blocks of content?

eg round the breadcrumbs, round the collection of Categories, round an avatar.

I would like to change its colour.

Most of the borders use the same palette color:

Admin CP -> Appearance -> Color Palette -> @primaryLighter

Or you can change them individually:

Admin CP -> Appearance -> Style Properties
> Breadcrumb -> Breadcrumb
> Building Blocks -> Section Main
> Message Layout -> User Info Block
> General -> Avatar
