Fixed Duplicate promoted users

Got a weird issue where promoted users are duplicated on promotion history pages.

Then the same two users, N531 DWM and seppdemba, shown again on the top of page 3:


I haven't had chance to look in the DB table to check if there are actually duplicate entries or if this is some strange issue with the table. There are several cases of this with different users throughout the different pages.

The promotions were all ran using the rebuild caches tool.
