Is there some reason not to have the ability to remove a user from one user group and put them into another via a usergroup promotion?

When my donors have given enough to become sponsors, I do not want to show both badges.

If you are talking about user banners, then you need to uncheck allow banner stacking in the options. That way it will only show the highest priority.

That is already possible with the user group promotion system.
