XF 1.2 Discouraged users doesn't work

Hi,

I've tried to disable all add-on (through config.php), and still, if I set a user as discouraged, nothing happens. All configuration seems to be OK, and it does work on a clean install of XF on a testing area. Any ideas how to debug this? what can cause this to break?

What are you expecting to happen? How are you testing it?

Check all the options in the User Discouragement and Discipline options.

This is what I have in my options:

I expect the user to experience slow server response time/ wouldn't be able to search etc (same experience that I see in a clean install and there it works).
I created a test user and I try to connect to it and it just doesn't work. I've tried different browsers/computers, still the same.

Have you tried setting the values ridiculously high, e.g. setting the search disabled chance to 100? Does it disable the search? Have you increased any of the values?

How are you discouraging them? IP? Or just at the user level?

Yes tried the IP and user level - neither seem to work.
And yes, tried to search option to 100, doesn't work either
