How can I create a trophy and manually assign it to any member? What if I wanted to allow staff members to give trophies? That's more what I'm talking about

e.g. if we have a yearly meeting, i want to give all attendees the trophy "meeting 2012" manual.
can i do this without a extra usergroup?
