Kevin Well-known member Mar 28, 2025 #2 Apparently it's "by design" to do that. Duplicate Thread 'Upgrading a disabled add-on enables the add-on' May 15, 2019 If an add-on is disabled in the ACP and if that add-on is upgraded then after the upgrade is finished the add-on is left enabled. The upgrade process should respect the disabled/enabled state.

Add-ons can take actions after upgrading to do things like rebuilds and they need to be able to assume that the add-on is enabled.
