Duplicate Debug mode not working correctly

2.1.0 Beta 2

I can't seem to access any debug mode sections in 2.1.0 Beta 2. I can't access master style, option settings, style property settings, any pages in the development tab. They all say "This page is only available when development mode is enabled." I've made sure that the debug line is there in the config.php file.

It is basically a duplicate of that -- we're now putting these behind development mode instead of debug mode.
