why you don't include these 2 directories in your package?IMHO it wouldn't cause any problems if you would provide this 2 empty directories.
Why do we have to create them manually?

It's strange to get this message on every new installation

These 2 directories contain forum specific content such as attachments and avatars.

You only need to create them if you use the upgrade package for a new install.
