Create Welcome Thread

Add the ability to create welcome thread to
User messaging improvements and welcome contact
as this would be more inline with welcoming a new member to the community instead of a private message or email that no other members would see. It would also promote the new user participating on the forums.

Agreed, an automatic Welcome Thread would be very handy as that is the only feature we use from the older addon of NUNS (New User Notification System)
