Fixed Cookie notice accept not remembered

A user reported this, and I tested here on xenforo.com.
If you log out you get the cookie notice, if you then accept it and log in and then log out you get it again.

Another probably related problem/bug.
If you goto https://xenforo.com/community/ as a guest and accept the cookie notice and then close the browser and then opens it again and goes to the same adress you get the notice again.

This is all as designed.

When you log out, we clear cookies, so the dismissal of the cookie notice dismissal is forgotten. It's also only a session cookie, so it requires re-confirmation when the browser is restarted.

I'll leave this open, though. We may consider some changes.

I can understand it if users find it a bit annoying, hoping for some changes, thank you!

The cookie notice dismissal should really be permanent.
There is no legal reason to ask each time the browser was closed and there are already to many annoying cookie notices for most people.
