On my forum:

Is setting up cloud flare as guard, and when someone spam on forum we ban his with IP.
Eventually it occur, that with this spamer we ban a lot of users from the same network.
Than, we stop ban IP, and ban ONLY account.
But those users whos network was ban priviosly cannot register on our forum, because they recieve Error even before they try to register.
Do you know, how to solve it?
