XF 2.2 clearing format does not clear heading

I am not sure if this is a bug or not but if you clear text format containing heading, everything gets cleared except heading. Is there a way I can resolve this?

Rough answer is that this is generally expected. Remove formatting only removes inline formatting (bold, color, and similar). It doesn't remove block level formatting (headings, lists, alignment, etc). Unfortunately, this isn't something that can be easily changed.
