Category-Forum Numbers in URL

What determines the number used in links for categories and forums, especially when forums are imported?

http://xenforo.com/community/forums/xenforo-pre-sales-questions.5/

The numbers seem to be somewhat random and are different than the vBulletin numbers.
Can these numbers be changed or removed?

Also, why is it that some of the forums here (like "announcements" and "bugs") do not have numbers in the forum URL but others do?

You just specify the "URL Portion" in the forum properties:

Yep, and actually http://xenforo.com/community/forums/some-fake-name-that-doesnt-exist-will-still-work.18/

The ID number is the constant, and allows you to change the title of a forum as many times as you want.

As soon as you add a URL portion, you are stuck with that URL portion. Fancy a name change? If you change the URL portion, all previous URLs will be broken, or you would have to leave the title and the URL portion different.
